1994년 창립해서 사회적 집단들을 위한 전국대회 개최를 하고 있으며 12회 2006년 대회는 "지속가능성(sustainability)"을 주제로 진행되었다. 진행하는 프로그램은 사회단체들에 대한 1) 트레이닝과 자문 세미나(1년에 10회 진행). 2) 제도적 자문, 제도강화 프로그램(자체평가(self-assessment)와 계획 프로그램)을 학교, 건강지원센터 등을 대상으로 한다. 3) 2003년부터 행동하는 기업(action companies)를 소개하면서 기업의 이른바 사회적 책임(corporate social responsibility)를 강조하고 있다. 사회정의와 인권과 관련된 거의 모든 단체를 망라하여 지원하는 활동을 하고 있다.


4) CEIL(Centro de Estudios e Investigaciones Laborales: 노동연구소)의 플로렌시아(Florencia Partenio)와 세실리아(Cecilia Cross)와의 만남(Buenos Aires, Argentina, 2006.07.19)

CEIL은 CONICET(Consejo Nacional de Investigaciones Cientificas y Tecnicas)의 산하 조직으로서 Florencia는 젠더/노동을 쟁점으로 연구를 진행하고 있다. 두 사람은 멕시코에 기반을 둔 Center for Global Justice에서 진행하는 2005년《Global workshop》에서 gender/labor로 공동 패널을 조직해서 발표했다. 아르헨티나의 페미니스트 그룹은 “Encuentros Feministas nacionales de Mujeres”(Women's National Meeting)을 진행하는데 15년전(1986년)부터 매년 각 지역별로 대략 1,000~2,000명이 조직되어 대략 10,000명 여성이 모인다. 노동조합의 여성, 사회운동의 여성, 매춘의 여성들이 함께 모이는데, 매춘여성노동조합은 AMMAR(Asociacion de Mujeres Meretrices de la Argentina)가 중심이 되고 있다.
여성관련 사안은 성적권리, 재생산권이 중요하고, 아르헨티나에서는 낙태가 불법이기 때문에 관련한 쟁점도 논의가 되고 있으며 빈곤여성 역시 주요한 쟁점이다.


5) Gino Germani Center(Instituto de Investigacion Gino Germani)의 한국학센터 소장 캐롤리나 메라(Carolina Mera), 연구조교 최경주(research assistant)와의 만남(Buenos Aires, Argentina, 2006.07.21)

이 센터는 사회과학의 많은 분야와 관련. 건강, 인구, 문화연구, 지역연구, 농촌사회연구, 사회변화, 갈등연구, 젠더연구, 동아시아 연구그룹(한국학 그룹 속해있음) 등으로 구성되어 있는데 정부, UNICEF 등 여러 기관들로부터 기금지원을 받아 운영되고 있다. Center for Korean-Argentina(아․한(아르헨티나․한국)센터(연구소))도 산하 단체 하나이다. 한국학센터는 UBA 산하의 4개의 국제센터(프랑스, 독일, 라틴아메리카, 한국) 중 하나로서 한국분야는 1991년 한국 이민연구에 관심이 생기면서 진행되기 시작했다.


6) CLACSO(Consejo Latinoamericano de Ciencias Sociales) 방문(Buenos Aires, Argentina, 2006.07.20)

FLACSO보다 더 본격적으로 virtual프로그램, 도서관, 연구를 집중하고 있으며 특히 sur-sur(남-남) 프로그램을 진행하고 있다. 남-남 프로그램은 라틴아메리카-아시아-아프리카를 연결하는 프로그램으로 아시아의 정치, 국제관계학회인 말레이시아의 APISA, 아프리카의 Codesria, 남미의 CLACSO가 서로 연계되는 구성이다.



7) AVINA재단의 아르헨티나 코디네이터 라울 요베타(Raul Llobeta)와의 만남(Jujuy, Argentina, 2006.07.21)

AVINA 라틴아메리카는 국가, 지역중심으로 활동하는 재단이다. 원칙은 같지만 그 지역에서 중요한 이슈를 중심으로 독자적으로 진행할 수도 있다. 특히 강조하는 주제는 1) Equity(unemployment), 2) 거버넌스, 인권침해를 둘러싼 공공 접근권, 3) 지속가능성: 기업, 사업의 측면에서 사회적 인프라를 잘 구축해서 분배의 공정성에 기여하게 하는 것, 4) 물(water)관련 사안 등이다. 라틴아메리카 전역에는 대략 140명이 일하고 있으며 부에노스아이레스에는 5명이 일하고 있다. 특별히 젠더 쟁점을 특히 강조하고 있지는 않지만 전체적으로 포괄적으로 포함되도록 신경쓰고 있다. 재단의 시작은 AMACO(파이프 회사), MASISA(가구회사)가 중심이 되어 10억 달러를 기초로 시작하게 되었다.

2004년 토착민 회사, 토지를 위한 투쟁, 공동체 운영을 위한 능력개발 프로그램 진행하면서 공동체운영을 위해 후후이와 와르미에 220,000달러를 지원했다. 아비나는 여행(관광)을 위해 이 단체에 4년 지원을 확정했고 라울은 그 프로그램의 코디네이터로 일하고 있다. 이는 토착민들이 자연과 문화를 보존하는 방식으로 관광업을 관리할 수 있는 것을 목표로 하며 이른바 ‘섹스관광’이 되지 않도록 서로가 혹은 개인이 자존감을 키우는 방식 고민을 프로그램이다.


8) 와르미 여성토착민공동체(Warmi) 방문(Abra Pampa, La Quiaca, Argentina, 2006.07.22~23)



해발 4000m의 아브라 팜파(Abra Pampa)지역의 라퀴아카(La Quiaca)에서 와르미의 공동회의에 참여했다. 회의 내용은 와르미의 꿈이 무엇인가? 무엇을 추구해야 하는지? 우리는 지금 어디에 있는지? 우리가 무엇을 해야 하는지? 어떻게 그리고 언제 할 것인지? 누구와 언제? 그리고 관련 규정은 어떻게 할 것인지?에 관한 것으로 1994년에 시작한 와르미의 꿈은 “스스로 일하는 노동을 통해 살아가자(to live from the work by themselves)”는 모토로 시작했다. 1999년에 아비나 재단과 연결되었고 와르미공동체는 선조들이 만든 방식으로 계속 일을 하겠다고 논의를 모아 수공예품을 통한 생산을 시작하기로 했다. 일종의 ‘은행’ 시스템을 통해 공동체별로 이야기를 해보자고 논의를 시작했고 재단으로부터 당시 800,000달러를 지원받아, 와르미 내 각 공동체에 분배해서 사업을 진행했다. 그 일환으로 2001년 Jaffe(Yaffe)라는 토착민 기업을 통해 훈련코스도 가능해지게 되었다. 2002년에는 공동체로부터 돈을 거둬 와르미 소유의 주유소를 시작하면서 땅에 관한 프로그램, 토착민프로젝트 위원회(CPI: Commission of Aborigine project)를 통해 땅과 물의 ‘주인’이 우리라는 투쟁을 전개하기 시작했다. 그래서 토착민 권리를 쟁취했지만 문제는 정부가 이후 아무런 일도 하지 않고 있기 때문에 토착민들이 자신들의 ‘권리’가 무엇인지 알아야 하는 것이 매우 중요한 과제가 되었고 이런 면에서는 토착민들이 정치와 협상하는 법을 배울 필요가 있음이 제기되었다.

대표 로사리오(Rosario)는 “내가 죽으면 와르미는 없어진다. 그러니 다같이 힘을 뭉쳐 열심히 해야한다”고 발언하면서 다른 사람들이 로사리오의 책임을 나누어야 하는 사안도 논의했다. 더불어 위급시기에는 누가 어떻게 할 것이며, 은행은 어떻게 할 것인지 등등의 논의도 진행되었다. 이 때 특히 토착민으로서 우리의 “권리”를 아는 것이 중요하다는 논의가 쟁점으로 많이 강조되었다. 다음날 로사리오 집으로 초대되어 함께 점심식사를 하면서 공동체 생활의 일부를 경험할 수 있었다.
