지구지역행동을 위한 NGA/SF 설립 선언문


2009년 4월18일 오늘 남아공, 멕시코, 중국, 한국의 지구지역 포인트(Glocal Point)들에서 온 우리는 지구지역적 변혁을 위한 '글로컬 액티비즘'을 제안하며,
이를 구현할 <지구지역행동네트워크, NGA>와 그 출발점으로 <지구지역활동가들을 위한 페미니즘 학교, SF> 설립을 선언합니다.
 
오늘날 우리가 살고 있는 시대는 많은 변화를 겪고 있습니다. 이 변화는 어느 한 지역에 국한된 것이 아니라 전 지구적인 것입니다.
문제는 이 지구화가 차별을 양산하고 있으며, 지역적 삶을 사는 사람들을 연결시켜주는 것이 아니라 소비자본주의와 저임금노동체제로 양극화를 심화시키고 있다는 점입니다.
그리고 오늘날 지구화의 제국주의적 성격은 국가간의 차별을 심화시키고 있습니다. 국가 사이의 위계와 경쟁은 군대와 무기개발을 촉진하고 있습니다.
군사주의는 자본주의와 결탁하여 군산봅합체를 양산하며 끊임 없이 유형-무형의 전쟁 위협을 가중시키고 있습니다.
또한 근본주의 이데올로기는 지역 곳곳에서 사람들의 삶을 억압하고 있습니다.
지구화가 양산하는 차별은, 성, 계급, 인종, 민족, 세대, 종 차별 등으로 나타나고 있습니다.
우리는 이러한 차별을 강화하는 체제의 성격을 전지구적 가부장체제로 정의합니다.
 
인류 역사상 가장 오래된 차별 중 하나인 성차별은 다른 차별들을 생산한 주된 원인입니다. 성차별은 계급, 인종, 세대, 종 차별 등과 중층적으로 얽혀 있습니다.
지구지역 행동 / 페미니즘 학교 (NGA/SF) 설립 준비기획팀의 조사에 따르면, 전 지구적, 지역적으로 진행되는 차별에 대응하는 액티비즘은, 아직 국가 중심, 부문운동 중심, 지역 중심을 벗어나지 못하고 있습니다.
따라서 NGA/SF 설립위원회는 이러한 문제를 극복하고 전면적 사회 변혁을 이끌어낼 대안적 운동이 필요하다고 판단합니다.
 
우리는 이 대안적 운동으로 지구지역적 운동(Glocal Activism)을 제안합니다. 지구지역적 운동의 방향과 방식과 주체는 다음과 같습니다.
 
- 지구화의 일방향성을 바꿀 지구지역적 운동입니다.
- 지구지역 포인트(Glocal Point)들이 공동주체가 되는 운동입니다.
- 북반구, 서구 중심성을 바꿀 남반구 연계운동입니다.
남반구란 큰 대륙에서부터 아주 작은 마을까지를 의미할 수 있습니다. 대륙적 차원으로는 아시아-아프리카-라틴아메리카의 연결을 시도하는 운동입니다.
- 녹,적,보라의 연합이 가능한 페미니즘 사상을 기반으로 하는 운동입니다.
여기서 '녹'은 생태주의와 환경운동을, '적'은 맑스주의와 노동운동을, '보라'는 여성주의와 여성운동을 지칭합니다. 페미니즘이란 여성들만을 위한 사상이 아닙니다. 페미니즘은 지금까지 인류의 사상들과 쟁점들을 받아들여 새롭게 재구성되고 있습니다. 페미니즘 안에서는 맑스주의, 생태주의, 정신분석, 테크놀로지론, 섹슈얼리티론 등의 사상과 이론들이 경합하며 결합되고 있습니다. 페미니즘은 이런 결합을 통해 현재의 군사주의, 자본주의, 제국주의에 대응할 수 있는 중요한 사상과 이론체계가 될 것입니다.
- 감성적 + 이론적 + 실천적 활동가들이 주체가 되는 운동입니다.
활동가들이란 부문운동의 활동가와 새로운 운동의 주체들을 일컫습니다. 잠재적 활동가들도 포함합니다. 지금까지 활동가들은 실천적 주체가 되기 위해 감성적인 부분을 배제해버린 적이 많습니다. 감성적 차원을 포함한 전지구적 차원의 관점을 가지고, 차별을 해결하기 위한 철학적 깊이와 이론적 토대를 갖기 위한 성찰이 필요합니다.
 
<지구지역 행동네트워크>는 이론연구센터들 + 페미니즘학교 + GP네트워크로 구성될 것입니다.
센터들은 현재와 미래의 운동 의제들과 관련된 연구조사와 이론생산을 할 것입니다.
GP네트워크는 GP들 사이의 운동적 연계와 통합, 포럼기획, 캠페인 등을 기획하고 실천하는 단위입니다.
학교는 이론과 운동을 접목시키는, 서로 배우고-가르치는 실험의 장이 될 것입니다.
 
4년간의 준비과정을 거쳐 오늘 2009년 4월18일 NGA/SF 설립위원회는 각 지구지역의 단위 조직체로서 <지구지역 행동 네트워크, NGA> 설립을 선언합니다.
그리고 그 출발점의 하나로 감성적+이론적+실천적 활동가들이 배우고-가르칠 수 있는 <지구지역 활동가들을 위한 페미니즘 학교, SF> 설립을 선언합니다.
향후 NGA는 지구 곳곳에 세워져 지구적 행동의 네트워킹을 시도할 것입니다. 각 지역의 <지구지역 행동 네트워크>는 지역성에 기반을 두지만, 지구적 차원의 문제에 대응하는 공동주체가 될 것입니다.
